The loop-hole of U.N.O. must be amended and then, no any country like Sri Lanka will never genocide in every countries. Further, even one of any human must be able to sue in U.N.O. and U.N.O. must have the power to punish and pay the penalty to the effected person/s.
Now, As the Sri Lankan Govt. stopped the reporters, refrees from all organisations, the Sri Lanka Govt. must be punished and the penalties must be paid. Firstly, the penalties must be taken over from the all responsible politicions.
